Public-Private Partnerships in Puerto Rico

"At the end of the day, we are benefiting from savings," explains David Alvarez, executive director of the Puerto Rico Public-Private Partnerships (PPP) Authority. "The government is not dedicating more resources to (infrastructure) and the taxpayers are receiving value."

Although vital public projects such as schools, roads, and airports have traditionally been the domain of the government, Alvarez tells ReasonTV "it's important that we incorporate private investment into the infrastructure." He add that PPP projects add nothing to the public debt and are completed faster and more efficiently than traditional government-administered ventures.

At Reason Weekend, the annual donor event held by Reason Foundation (the nonprofit that publishes this website), Poole gives a short history of air transportation in the United States. Airports are mismaneged and over regulated causing the wrong incentives in the industry, Poole shows how we can transform airports to be more market driven and adaptable in the 21st century.

Puerto Rico's Infrastructure Reniassance - David Alvarez on Public-Private Investment

"People were thinking that we were just selling the schools," head of Puerto Rico's public-private partnership program David Álvarez admits, "we explained that the private sector was just building and doing infrastructure."

"You've even run TV commercials," Reason's director of government reform Leonard Gilroy responds, "how many of you have seen TV commercials in your jurisdiction on some new innovative government program?"

Through Puerto Rico's Public-Private Partnerships Authority and public communication, Álvarez works to modernize government programs and public infrastructure through the private sector investment. Álvarez spoke at Reason Weekend 2012, Reason Foundation's annual donor event, which took place in San Juan, Puerto Rico. Under Luis Fortuño governorship, the PPPA has revitalized pubic schools, re-managed waste treatment facilities and toll roads, and continues to push to reform government's oversight of the Luis Muñoz Marin International airport and juvenile correction centers.

Reason-Rupe Poll: Do Americans Feel Safer After 9/11, TSA, and Foreign Wars?

As the 10th anniversary of the 9/11 attacks arrives, do Americans feel safer after the creation of the Department of Homeland Security and the Transportation Security Administration (TSA) and military interventions in Afghanistan and Iraq?

According to the new Reason-Rupe poll of 1,200 U.S. adults, “62 percent say we have less personal freedom today” but “81 percent have faith that the security measures implemented” has made America safer from terrorist attacks. Reason’s Katherine Mangu-Ward talks with Emily Ekins, Reason’s polling director, to find out what post-9/11 America thinks about today’s national security, personal freedoms, and the Iraq War.

This Reason-Rupe poll surveyed a random, national sample of 1,200 adults by telephone (790 on landlines, 410 on cell phones) over August 9-18, 2011. You've heard about the passenger who opted out of a full-body scan (a.k.a. "a virtual strip search") and was subjected to an intrusive and humiliating pat down. "If you touch my junk, I'll have you arrested," passenger John Tyner told Transportation Security Administration workers in San Diego.

Well, rest easy, John—and other passengers offended by both full-body scans and hands-on searches.

TSA won't touch your junk—or your breasts or buttocks. If they begin to strip search passengers as if they're prison inmates, they'll do just what correctional officers do: They'll make you do all the nasty work.

What follows is an excerpt from a training video for prison guards on how to make sure that inmates aren't hiding contraband.

The video makes for extremely uncomfortable watching and viewer discretion—and outrage—is advised. After all, this may well be the next step in how the TSA, one of the least effective and efficient government agencies of all time, goes about its daily business.

Your Flight Has Been Delayed

As the holiday travel rush approaches, air travelers grounded by delays should take a moment to think about why they're stuck in airports or on the tarmac. There's a good chance Washington is to blame.

"The air traffic control system in the United States is technologically obsolete," says Robert W. Poole, Jr., director of transportation studies at Reason Foundation, the nonprofit that publishes Reason.tv. "This model is basically the same model that we have used since the beginning of air travel."

The technology the Federal Aviation Administration (FAA) uses to navigate $200 million jets is less advanced than the GPS technology drivers use to navigate $20,000 cars.

Poole says the system could safely handle more planes if the FAA used modern technology that would provide real-time information about where planes are. But the funding process, overseen by pork-hungry members of Congress, often thwarts technology upgrades.

The only way to get the politics out of our air traffic system is to take the system away from the politicians. Why not let a private corporation manage the skies?

That may sound like a far-out, free-market idea, but Canada doesn't think so.

Our neighbors to the north often take pride in their lavish government programs, yet they allow a private corporation called Nav Canada to manage their air-traffic control system. Canada's approach, often called commercialization, has some surprising supporters in the U.S., including Al Gore, who pushed for commercialization when he was Bill Clinton's vice president.
